Coronavirus Aid, Relief, and Economic Security (CARES) Act
Emergency Financial Aid Grant to Students
With funding from the U.S. Department of Education authorized by the CARES Act and distributed through the Higher Education Emergency Relief Fund and American Rescue Plan, the Riverside Community College District continues to distribute emergency aid to students enrolled in classes at Moreno Valley College, Norco College, and Riverside City College and whose lives have been disrupted by the COVID-19 pandemic. The table below provides an overview of the funding received by each college, as well as the aid distributed to students.

NOTE: Table displays all awards granted each term and does not take into consideration,
awards that were not accepted by the student. Each term, there is a number of awards
not cashed by the students despite multiple attempts. These awards are then returned
to the overall pool of funds available for distribution to other students. As such,
the remaining funds box includes the total remaining IF all awards had been accepted
but they were not, thus while it appears RCC is negative, their remaining balance
as of 3/31/22 is $186,850.
Eligibility
Any student enrolled at an RCCD college at any time since the start of the pandemic in March 2020 is eligible to apply for emergency aid. Students with the greatest financial need are given priority; however, students do not need to be eligible for federal financial aid to qualify. Any student, regardless of citizenship, income, and enrollment status, including undocumented and international students, may complete and submit an application. The application requires that students describe how the pandemic has disrupted their lives, including, and most particularly the financial challenges that students and their families have faced and how they have struggled to make ends meet.
Application and Distribution Information
A RCCD task force in consultation with student representatives determined how CARE Act funds will be distributed based on Department of Education eligibility criteria and need. The application will guide the task force in determining awards. Only students who submit an application and demonstrate a COVID-19 related need will be eligible for monies. Funds are limited.

CARES Act Application
Step 1: Login to your Student Portal (WebAdvisor)
Step 2: Go to the Financial Aid Menu and select “CARES Application"
Step 3: Complete the Application
Step 4: Click "Acknowledgement Statement"
Step 5: "Submit"
Upon successful submission, you will receive notification on the screen and via email.
Students are encouraged to apply as soon as possible to ensure that their applications are considered while funds are still available.

In addition to receiving funding for direct aid to students through the CARES Act: Higher Education Emergency Relief Fund, RCCD and its three colleges received funding from the U.S. Department of Education through CARES Act Sections 18004(a)(1) Institutional Portion, and 18004(a)(2), Support for Minority Serving Institutions, including Hispanic Serving Institutions. The Department of Education requires that each college post a Quarterly Budget and Expenditure Report. Please follow the links below to each college's Quarterly CARES Report.
