Emergency Operations
Emergency Operations refers to the process of planning, training, exercising, and evaluating to protect people and property in emergencies and disasters.
The District has an Emergency Operations Plan in place to assign responsibility to
individuals to carry out specific tasks in the event of an emergency.
Emergency Operations Plan (DRAFT)
In order to assist employees, students, and visitors in the event of an emergency,
the District also has an Emergency Reference Guide that offers guidance for specific
types of emergencies.
All of our sites also have Emergency Procedures & posters on site in multiple locations
to assist in the event of an emergency.
The “Run, Hide, Fight” protocol is a widely recommended strategy for responding to an active shooter situation, especially in environments like community colleges.
Here’s a breakdown of each step:
Run
-
-
- Evacuate if possible: If you can safely escape the area, do so immediately.
- Have an escape route in mind: Know where exits are and plan your route.
- Leave belongings behind: Your safety is more important than your possessions.
- Help others if you can: Assist others in escaping, but don’t let them slow you down if they refuse to leave.
- Prevent others from entering: Warn others to stay away from the danger zone.
- Call 911 when safe: Provide as much information as possible to the authorities.
-
Hide
-
-
- Find a safe place: If you can’t run, find a place to hide where the shooter is less likely to find you.
- Lock and barricade doors: Use heavy furniture to block entry.
- Stay out of sight: Hide behind large objects and stay quiet.
- Silence your phone: Turn off any noise-making devices to avoid detection.
- Stay put: Remain hidden until law enforcement gives the all-clear.
-
Fight
-
-
- As a last resort: Only if your life is in imminent danger.
- Be aggressive: Use any available objects as weapons (e.g., chairs, fire extinguishers).
- Disrupt the shooter: Throw items, yell, and use numbers to overpower the attacker. This approach emphasizes quick decision-making and adaptability to increase your chances of survival

Emergency Management is the process of creating and implementing strategies to manage
emergencies or disasters. Risk Management works with the colleges to create a safe
work environment with emergency preparation plans for various situations. It is the
District's job to keep its employees, students, and visitors safe in the event of
an emergency.
