What is Measure CC?
On August 6 following input of over 1,000 residents, students, safety professionals, and local business leaders, Riverside Community College District Board of Trustees unanimously placed Measure CC – the Riverside Community College District Career Preparation, Affordable Higher Education Measure – on the upcoming November 5 ballot.
If adopted by voters, Measure CC will increase opportunities for local students to get job training to enter our local workforce or earn college credits to transfer to a four-year university.
Why was Measure CC placed on the ballot?
With the cost of CSU’s and UC’s more than six times that of RCCD, more local students
and their families are relying on a local community college as an affordable alternative
for quality education and job training. If enacted, Measure CC would increase opportunities
for local students and workers to gain certifications, develop job skills, obtain
affordable credits, and/or transfer to a four-year university without generating crushing
debt.
How could Measure CC help local community college career training programs?
Good-paying jobs demand specialized training, and local students and workers need access to high-quality education and job training programs to compete successfully in our changing regional economy.
Measure CC will allow our local community colleges to upgrade career programs and partnerships with local employers, so students are prepared for today’s in-demand careers in nursing and healthcare, police, firefighting, construction trades, social work, teaching, technology, engineering, and more.
What needs do our local Community College Campuses have?
Buildings at each of our campuses – in particular Riverside City College – have been serving our communities for over 100 years and need urgent basic and future repairs. If approved by voters, Measure CC can remove asbestos, mold and lead paint; upgrade outdated electrical wiring and gas and sewer lines; fix leaky roofs; and improve earthquake safety to ensure all students learn in classrooms that are clean and safe.
Moreno Valley College and the Ben Clark Training Center provide low-cost, high-quality education and job training close to home. Their programs are key for training police officers, firefighters and paramedics who keep our community safe. Measure CC will ensure that these critical institutions get their fair share of funding needed to maintain classrooms and expand programs so that future generations have the same opportunities we have today.
Norco College needs its fair share of funding to make affordable higher education and career training more available locally so students do not have to travel as far. Measure CC will expand local options for training in science, technology, engineering and math; healthcare; and other in-demand careers.

Was the community consulted on needs prior to the placement of Measure CC?
Yes. For nearly a year, the Riverside Community College District and its colleges engaged with local residents, students, safety professionals, and local business leaders to identify priority needs for affordable quality education and career training needs throughout the District. If enacted, Measure CC would generate local funding to address the top priorities identified by residents including:

- Preparing students for careers
- Developing the Inland Empire Technical Trade Center to help prepare students for skilled trades
- Ensuring college buildings continue to meet earthquake, disability access, and safety regulations
- Improving access to affordable higher education.

What does Measure CC cost?
If enacted, Measure CC would generate $57,000,000 annually for our local community colleges, costing property owners $19 per $100,000 of assessed (not market) valuation while bonds are outstanding.
Measure CC includes a legally binding project list; accountability requirements including public disclosure of all spending; and independent annual financial and performance audits to ensure all funds are used effectively, efficiently and as promised. All funds will be used for our local community colleges and cannot be taken by county, state or federal governments.
